    Series forms part of Office of Economic Development fonds and consists of minister's copies of minute books of Industrial Estates Limited (IEL) shareholders' meetings, special committees of the board meetings, Executive Committee meetings, Springhill Development Corporation meetings, and board meetings. Most minute books follow a reverse chronological order. IEL was created in 1957 as a crown corporation. Its purpose was to encourage secondary industry to locate in Nova Scotia by assuming many of the start-up costs such as land, buildings, and equipment, and then leasing these facilities back to a third party. Following the mine disasters in Springhill, N.S., IEL created a subsidiary, Springhill Development Corporation, to deal specifically with industries for that community. In 1981 the Small Business Loans Division of IEL was absorbed by the Nova Scotia Department of Development and in 1982 that department took over the promotional functions of IEL, leaving it as a financing body and the operator of provincially-owned industrial parks. The minister and deputy minister have, by custom, always been members of the board.
