    Biographical history

    Isabel Janet Macneill was born on 4 June 1908 in Halifax, Nova Scotia the daughter of Professor Murray and Kathleen (Holmes) Macneill. She was educated at the Halifax Ladies' College, Mount Saint Vincent Academy (1926), Nova Scotia College of Art (1928) and Heatherley's, London, England. She joined the Women's Royal Canadian Naval Service, becoming the first female commanding officer in the British Commonwealth. From 1948-1954, Macneill served as superintendent of the Ontario Training School for Girls in Cobourg, Ontario. In 1960, she became the first female warden in Canada, at the Federal Prison for Women in Kingston, Ontario. She served on several government committees and was an advocate for issues including penal reform, inmate rehabilitation, and alcohol and drug addiction. Her awards included the Coronation Medal in 1953, Order of Canada in 1971, and an honourary LLD, Queens University, 1977. She died on 18 August 1990.

    Consists of records documenting Isabel Macneill's career and personal activities, including correspondence, reports, addresses, newspaper clippings, copies of legislation, minutes, newsletters, scrapbook, biographical material, photographs, and audio cassettes. Subjects include the navy during the Second World War; wartime and post-war Halifax; social life and customs of Halifax, 1920s-1940s; Ajax Club, Halifax; Women's Royal Canadian Naval Service (WRCNS); correctional institutions (Ontario Training School and the Prison for Women, Kingston, Ontario); treatment and rehabilitation of young offenders and female offenders; and alcohol and drug addiction in Canada.
