Series also includes are a number of subject files created by the department from documents forwarded by IEL. IEL was created in 1957 as a crown corporation. Its purpose was to encourage secondary industry to locate in Nova Scotia by assuming many of the start-up costs such as land, buildings, and equipment, and then leasing these facilities back to a third party. Following the mine disasters in Springhill, N.S., IEL created a subsidiary, Springhill Development Corporation, to deal specifically with industries for that community. In 1981 the Small Business Loans Division of IEL was absorbed by the Nova Scotia Department of Development and in 1982 that department took over the promotional functions of IEL, leaving it as a financing body and the operator of provincially-owned industrial parks. The minister and deputy minister have, by custom, always been members of the board.

Series also includes correspondence, newspaper clippings, and other materials added by the minister's office. Series is arranged chronologically. The WDC was formed in 1976 as part of a subsidiary agreement arranged by the Nova Scotia Department of Regional Economic Expansion between the federal and provincial governments. The WDC succeeded an earlier Intergovernmental Waterfront Committee and was a provincial crown corporation with the objective of redeveloping and revitalizing the Halifax, N.S. and Dartmouth, N.S. waterfronts. Although not a board member, the minister appears to have played an active role in its proceedings.

NSRL was established in 1981 by the Government of Nova Scotia to invest in and manage the province's participation in petroleum, energy, and mineral development. One such venture was a synthetic fuel project aimed at using the dormant Gulf Canada refinery in conjunction with a coal to oil conversion method.

Series forms part of Office of Economic Development fonds and consists of binders of copies of subsidiary agreements, amendments, and schedules to agreements that contain additional background information. Series also includes goals and objectives of agreements, minutes of committees managing the agreements or coordinating projects, project authorization briefs that outline each project in detail, and copies of recommendations to Cabinet concerning Order in Council approvals. In 1975 the federal government, through the federal Department of Regional Economic Expansion (DREE), entered into a General Development Agreement (GDA) with Nova Scotia. The GDA provided sums of federal money for various development projects. A number of subsidiary agreements set out how the money was to be spent through specified projects in various economic sectors. The department acted as the agent of the Nova Scotia Government in negotiating each subsidiary agreement and served as the managing department for many of them.

The agency has a threefold mandate: to promote investment in Canada by Canadians and non-Canadians; to research, analyse, and provide policy advice on investment to ensure Canada's investment climate; and to review major foreign investments to determine if they are likely to be of net benefit for Canada.

Series forms part of Nova Scotia Royal Commission on Post-Secondary Education fonds and consists of the 110 written briefs submitted to the commission. Correspondence to and from Duncan G.L. Fraser, secretary of the commission, concerning the submissions and the commission's public hearings, accompanies the briefs. The commission provided a six page guide for the submission of briefs which highlighted areas of particular interest to the commission in its preliminary examination of the situation. The guide is included as an appendix to the commission's report.

Hearings were held in Sydney, Antigonish, Truro, Wolfville, Meteghan, and Halifax. Sound recordings include oral presentations as well as any subsequent discussion between the commission and presenters. Series is arranged chronologically. The commission also recorded a meeting of experts who considered future trends in university programs.
