Part of Treasury Papers

Series forms part of Treasury Papers and consists of records outlining the interests and responsibilities of the Public Works and Services Board of the Provincial Government. It has been further broken up into several subject categories, as follows:
• Public Buildings principally concerns Province House, House of Assembly and Government House, but also Market House, Parsonage House, the Governor’s farm and the Lord Bishop’s Estate. Records regard repairs to the buildings, lists of supplies, rents and assorted bills. These records also include accounts and lists regarding carpenters, masons and other labourers, as well as suppliers from the community.
• Records regarding Education primarily consist of Provincial government warrants for services, such as teaching, repairs, and supplies, as well as records of funds for the establishment of public schools and various educational institutions across the province. Institutions documented include, but are not limited to, the Academy at Windsor, Grammar School in Halifax, College at Windsor, Kings College, Acadian School, Dalhousie College, Academy at Pictou, School for Orphans and Poor Children, National School, Halifax Catholic School and Horton Academy.
• The Provincial Government, through the Board of Works and The Commissioners for the Settling of Isle Sable, took great interest in Sable Island and in safeguarding its potential trade and investment. These records include accounts of voyages to and from the Island, shipwrecks on its shore, the lighthouses, settlement and settlers, and descriptions of the Island and its ecology. Records demonstrate several ways the Government generated revenue from the Island, including the salvage of shipwrecks (appeals from shipwrecked crews are also included), and the sale of such products as oil, skins, cranberries and horses. Records include accounts of settlers and officials on Sable Island (Edward and William Hodgson), agreements between the Commissioners and ships’ captains or Masters (Joseph Darby, William Cook), receipts and lists of supplies and services, wages for labourers, and funds set aside for the support of the settlement.
• The expenses of the Halifax Poor House and Poor Relief in general fell under the banner of Public Works for a period between the 1760s and 1860s. These records focus on government expenditures in support on the Poor House in Halifax, but also contain some records (mostly warrants) for the support of the transient poor and the Orphan House. Communications from the Master of the Poor House at Halifax (John Woodin) and the accounts of the Overseers of the Poor for things such as burials, coffins, and clothing are also included. Many of these records include lists of residents maintained and supported in the Poor House, often mentioning any ailments and other details. The Master and Keeper of the Poor House (Jeremiah Marshman) provided monthly memorials and accounts, which are included, as well as his financial transactions with the Treasury and the Overseers of the Poor.
• Workhouse and Jail records mostly regard construction and repairs to the buildings, as well as payments to the Sheriff and to the Keeper of the Workhouse and the Halifax Bridewell.
• Board of Works general expenditures and accounts include receipts from the Receiver-General and Quarterly Accounts Current.
• Records of Revenue Boats mostly consist of expenses for supplies and maintenance, principally of the schooner ‘Hunter’ (Charles L. Leonard, Commander), which was ‘employed to prevent illicit trade in the Bay of Fundy and elsewhere.’ These revenue boats were used in the service of the Superintendent of Trade and Fisheries (George Leonard) for the prevention of smuggling, though occasionally these ships were sent on missions to supply the Navy. Records also regard the payment of employees, the suitability, qualities and maintenance of the ‘Hunter’, the schooners ‘Union’ and ‘Vaughn,’ embargos and trade with the United States, and the Halifax Steam Boat Company.
• Electric Telegraph Company records detail posts and lines, with tenders and applications for their supply. Also included are some communications between the Commissioners of the Nova Scotia Electric Telegraph and the Associated Press.

Also included with the Public Works records are accounts for the Hospital for the Insane, including lists of patients being maintained by the Province and as accounts of supplies and services provided, as well as information on labourers employed in the construction of New Market House and accounts and receipts of the Commissioners of Public Markets

Consists of correspondence of the Provincial Archives from 1908 and successive Provincial Archivists from 1931 as well as subject correspondence files on a wide variety of matters, including correspondence generated from letters of enquiry, offers of potential donations and requests for documents, accession registers and accession forms, donor acknowledgements, visitor registers, enquiry registers, minutes of the Board of Trustees, and scrapbooks containing newspaper clippings, photographs and other records relating to the various activities of the Public Archives.

Prat, Starr family

Consists of records relating to the Prat and Starr families of Annapolis County and Kings County. Contains family and business correspondence, accounts, deeds and other legal and court records, newspaper clippings, genealogical notes, scrapbooks, poems, pamphlets, photographs, sketchbooks, and watercolours. Photographs primarily depict family members, relatives, friends, and residences and also contains scenes of various Nova Scotia towns. Drawings and watercolours, most of which were painted by Annie L. Prat, depict Nova Scotia flora and fungi. Most of the Prat material in the fonds was created by sisters Annie L. Prat, Minnie Prat, and May Prat Starr, while the Starr material represents five generations of family members. Other related families and individuals represented include the Morse, Moore, Wilcox, and Boehner families, Bliss Carman, Charles G.D. Roberts, Charles Stayner, and Dorothy Cornell.

Piercey family

Consists of business, personal and family records for the Piercey family and Piercey Supplies Ltd. related to W.D. Piercey and Reginald Piercey. The business records include the day planners for both WD Piercey (1935-42; 1945-1949) and Reginald Piercey (1934-1996) that span almost the entirety of their careers with Piercey Supplies Ltd. There are photographs of the hardware supply store and real estate holdings, including the development of the Glen Heath properties. Also includes newspaper clippings related to various Piercey family holdings as well as brochures and advertisements.

Also included are family records and the genealogy of the extended Piercey family. These include annotated scrapbooks and photo albums, along with many loose photos that have been mostly identified and dated. Reginald’s materials relate mostly to his time at Dalhousie and his athletic interests, while Lillian Piercey’s material mostly relates to the arts and music community in Halifax. Barbara and Shelia’s materials include their education achievements and involvement in musical performances in Halifax.

Forms part of the Public Archives of Nova Scotia and consists of photographs of the exterior and interior of the Public Archives of Nova Scotia when it was located on the campus of Dalhousie University, Halifax. Photographs show the outside of the building and entrance, the library, the showroom (museum and art gallery), the Provincial Archivist's office, patrons, public research areas, and artefacts. Many of the photographs were undoubtedly commissioned by the Provincial Archivist, particularly those taken in the 1960s. Some of the photographs are undated.

Series forms part of Helen Creighton fonds and consists of photographs (albums, prints, negatives, glass slides, postcards) created and accumulated by Creighton in the course of her personal and professional life. From ca. 1910-1920 the Creighton family operated a private darkroom in their home, and the early period of Helen's life is subsequently well-documented. Images include portraits of several generations of Creighton family members and friends taken mostly between ca. 1850-1930 (some unidentified); Creighton's childhood activities and family travels; college and early work experiences including the Royal Flying Corps and Nova Scotia Red Cross Caravan; scenes of Nova Scotia, including Halifax and Dartmouth after the Halifax Explosion; her informants at Devils Island, Cape Breton and other communities; Mi'kmaq singers; musicians, friends, and associates; folk festivals and conferences attended; Canadian Authors' Association tours; honourary degree and awards ceremonies; productions based on her publications and life such as "The Collector"; and her family home "Evergreen". Several family photographs and publicity photographs were taken by professional photographers. Series also includes drawings of Helen Creighton and Mrs. Dennis Smith, and ink drawings of birds by Ed McCurdy; one includes the sailing vessel SS Helen, Dartmouth.

Forms part of E. Marguerite Letson and consists of one photograph album of prints depicting buildings, houses, and properties in the village of Port Medway, Queen's County, Nova Scotia. The album was assembled by Miss E.M. Letson, a lifelong resident of Port Medway. Each photograph has a caption containing name of place depicted, ownership history, and some include genealogical information. Most photographs are exterior shots and can include outbuildings, barns, streetscapes, and landscapes; and one is of the interior of the Anglican "Church of the Holy Redeemer".

Paving Projects albums

Forms part of Nova Scotia Department of Highways and Public Works and consists of three presentation albums containing photographs documenting the paving of sections of the Trunk highway system across the Province, and technical drawings of paving plants. The photographs predominantly show completed sections of Trunk highways, but there are also photographs showing the reconstruction process, laying drainage pipes, grading and paving, and photographs showing machinery, equipment, paving plants, pavement, and unidentified men working. Photographs also show automobiles, streetscapes, landscapes, residences, farms, businesses, bridges and other landmarks.

Albums are inscribed with the name of the R.W. McColough who was Chief Engineer (1924-1939) for the Department of Highways, then Deputy Minister (1939-1943) of Department of Highways and Public Works.

Paul W. Bennett

Consists of records generated by Bennett’s writing and research activities as Director of Schoolhouse Institute including typescripts, drafts, and published versions of his commentary (opinion editorials) news media articles, book reviews, and research reports (2008-2017); and 3 of his published books: Vanishing Schools Threatened Communities (published 2011) on history of rural school closures in NS; The Grammar School (published 2009) on history of Halifax Grammar School; and The Last Stand (published 2013) on the lobbying activities of the NS Small Schools Initiative. Bennett’s research files include interview notes, collected articles and reports by others with his annotations (collected 2005-2019) and were used to support his writing and presentations. Records from The NS Small Schools Initiative include minutes of school board meetings, emails between group members, and their presentations to government. The Students First NS files include public forum discussion notes and emails with organizers (2009-2016).

The fonds also includes power-point slide presentations Bennett presented to professional educators and historians conferences as well as to local heritage group events, including a video recording of a talk Bennett gave at the Yarmouth County Museum and Archives on the history of school building in Nova Scotia (2010-2017).

Subjects include history of the education system and governance in Nova Scotia, school closures and consolidations, school board reforms, snow days, e-learning, teacher and student evaluations (standardized testing), Public Private Partnership (P3) schools, bussing of children, and special education and inclusiveness in the last half of the 20th century.

Consists of voters' lists compiled prior to provincial elections held in 1967, 1970, 1974, 1978, 1981, 1984, and 1988. The lists contain the name, address, and sex of each voter as well as the bounds of the each electoral division. Lists prior to 1988 sometimes included the occupation of the elector. The Elections Act prescribes that voters' lists for urban areas be prepared in geographical order by streets, roads, and by apartment or unit numbers or, in the case of a large institution, in alphabetical order. Rural lists were prepared in alphabetical order by the last name of the elector.

Consists of correspondence, financial statements, receipts, programmes, descriptions of concerts, newspaper clippings, biographical sketches of performing artists, and printed material relating to various Nova Scotia Talent Trust benefits, including the Nova Scotia Summer School Concert, 1959-1975. Also includes a list of award recipients, 1944-1978, and a list of talent trust concerts, art exhibitions, and benefit programs, 1956-1971.

Also consists artists files related to funding applications to the Nova Scotia Talent Trust and associated materials. In submitting funding requests for educational programs or developmental opportunities artists created portfolios related to their artistic achievement that contained materials such as exhibition programs, concert programs, reviews, photographs or sound recordings of their work and other records to demonstrate their cultural achievement, as well as budget documents indicating the costs of programs and sources of other funding in addition to what was being sought from the Trust. Some files contain artistic or academic evaluations of the applicants. The files do indicate the level of support given by the Trust to individual applicants.

Nova Scotia Talent Trust

Consists of operational records created by the NS Steel and Coal Company Ltd.'s New Glasgow and Sydney Mines offices. The most extensive section concerns the Old Sydney Collieries operations at Sydney Mines, containing letter books and correspondence files of the stores department (1905-1917), which detail the ordering and purchasing of supplies and equipment for the mines. In addition there are financial records such as cash books (1905-1913), general ledgers (1895-1915) and a very early workmen's book (1861-1864). Other records originate from the New Glasgow office and include general correspondence (1935-1941), corporate records such as printed annual reports and financial statements of NS Steel and Coal and its parent companies (BESCO and DOSCO), by-laws and articles of association, prospectuses and charters, and internal publications such as promotional booklets and agreements with labour unions. There are also a few files believed to have been created by former chairman Thomas Cantley, including two case files on the coal tariff issue (1912-1927) and a mine fire inquiry (1929), blueprints of mine sites in Sydney and schematic details of mining equipment used, and coal and steel production and sales figures (1898-1918). Finally there are later correspondence files and reports on mine performance and production at the Florence and Princess Collieries, 1953-1966.

Nova Scotia Steel and Coal Company

Consists of materials created by the Commission to document its activities in the sports and recreation sector in Nova Scotia between 1983 and 1994. During this time the province hosted the 1987 Canada Winter Games at facilities centred in Cape Breton County and the Commission was heavily involved in the games from bids from across the province to host the games, to site selection of the venues once the host had been identified, to details on the management of the games and the achievements of Nova Scotia Athletes. While not the complete record of the games that might have been kept by the Winter Games committee, the records do contain information on the composition of provincial teams and competition results. Also contains minutes of management and grant committee meetings of the Department of Culture, Recreation and Fitness between 1984 and 1989 and additional materials reflecting the participation of the Department or Commission on relevant national committees of allied and like organizations.

Consists of records documenting the society's role in promoting the profession of occupational therapy in Nova Scotia. Includes minutes of meetings, reports, correspondence, subject files, publications, membership lists, newspaper clippings, act of incorporation, constitution and by-laws, certificates, and citation. Also included are photographs depicting patients and staff of the occupational therapy departments at Camp Hill Hospital and Royal Canadian Naval Hospital in Halifax, the society's 25th anniversary dinner, group photographs of members, an audio cassette and videocassette containing interviews with the Mary Black Award recipients of 1987, and a videocassette entitled Mary Black: A Pioneer in Occupational Therapy. Also contains material relating to the Canadian Association of Occupational Therapy.

Also includes notices of meetings and cancelations (June 1985-Jan 1987), meeting attendance lists (June 1985-Mar 1987), Select Committee mailing lists (1982-1986), and Members of the Legislature lists (1985-1986).

Consists of business records, minutes of directors meetings, statutes and scrapbooks documenting the Nova Scotia Savings and Loan Company’s banking and investment business, the rules it operated under, its communications to shareholders, news coverage it received, public relations activities and social aspects of the banking industry over its 137 year history in Nova Scotia and Canada.

It is arranged by the archivist into nine groupings: annual financial statements and reports (1851-1923, 1941, 1949), minutes of directors and shareholders meetings (1849-1949, missing 1894-1897), registers of shares and shareholders (1850-1964), daily cash books (1850-1921), scrapbooks of clippings and original documents (1918-1987, missing 1940-1949), selected correspondence with customers and lawyers (1860, 1875, 1880-1930, 1939), statutes and by-laws (1854-1950), banking business ephemera (early 20th century) and photographs (189?-1987).

Consists of annual programs and reports, along with the association's constitution and by-laws. Documents the structure of the organization and provide information about its early history, membership and prize winners.

Nova Scotia Rifle Association

Consists of original land transaction registers containing transcribed deeds, mortgages and other documents pertaining to land transactions as they were deposited by land grantees (buyers) and grantors (sellers) for most counties in Nova Scotia. Also includes other documents affecting title to land which were sometimes kept in separate books such as judgment books, will books and mortgage registers. Other documents which may be recorded in the registers include: quit claim deeds, wills, mechanics liens, power of attorney, right of ways, bills of sale, and assignments. Subsequent to 1851, the includes land grant records, mainly in microfilm format as these were required to be deposited with the Registry of Deeds offices under the Crown Lands Act (R.S., C.114, s.1).
