Executive Council books

Forms part of Nova Scotia Executive Council and consists of Executive Council books, which, though nominally minutes of Cabinet meetings, are chiefly Order in Council registers. For each meeting the books record the cabinet members who were present and the actions approved by cabinet which for the most part are to approve of a Report and Recommendation submitted by a Minister. The pages relating to each meeting are signed by the Lieutenant Governor indicating the approval of the Crown regarding the actions recommenced by the Cabinet. Actual Orders in Council are produced by the Secretary to Cabinet subsequent to each meeting and are then issued as required to convey the decision of cabinet. While in most cases the substance of the decision is also recorded a significant number of Orders in Council only state that a Report and Recommendation was approved. Starting in 1967 Orders in Council were numbered consecutively within each year. Until 1952 each book contained an index that provided access to the Order by topic and in the case of appointments, by the name of the person appointed. From 1953 until 1991 the books, and the Reports and Recommendations were indexed under headings for the responsible Departments and separately for the person appointed. This index is available on microfilm reels 9976-9983 at the Nova Scotia Archives.

Forms part of the Department of Fisheries and Aquaculture and contains funding application forms, project proposals, funding contracts, photocopies of invoices and receipts, and correspondence. Some case files also include photographs of projects underway or completed and/or architectural drawings, site plans, surveys, and technical plans.

The case files were created by departmental staff as they advised applicants, adjudicated projects and administered the funding, which ranged from $100 to $25,000.

Programs represented in the case files include the Department-run Financial Incentives Program, the Fisheries Development Program, the Economic Regional Development Agreement (ERDA), and its successor the Canada-Nova Scotia Cooperation Agreement in Fisheries Program (also referred to as ERDA in the files).

In addition to the case files, this series also includes meeting minutes of the federal/provincial committee negotiating the parameters of the ERDA funding program (1986-1989); and minutes of the ERDA Management Committee adjudicating applications (1990-1994).

Forms part of the Department of Fisheries and Aquaculture and contains incoming and outgoing correspondence of the Deputy Minister, including with the NS Fishermen’s Loan Board; and minutes of meetings with the federal Department of Regional Economic Expansion (DREE), the NS Voluntary Economic Planning Board, the Waterfront Development Coordinating Committee tasked with improving the commercial and tourist waterfronts of Bedford, Canso, Liverpool, Louisbourg, Pictou and Port Hawkesbury; the Agricultural and Rural Development Act (ARDA) Interdepartmental Coordinating Committee, and the Federal-Provincial Atlantic Fisheries Committee (FPAFC).

Also includes administration files containing departmental policies, division reports on activities, development projects planning files, staff appointments and biographies, historical essays, and internal memos; fishing industry statistics and early documents about the “Twelve Mile Limit” for Nova Scotia territorial waters; legislation and regulations regarding fish inspections; departmental newsletters volume 1 to 6; and unofficial year-end reports.

Files are organized by file title in alphabetical order. Some files date back prior to the creation of the Fisheries Department. This is because the first Deputy Minister was also the last Director of Fisheries Division when it was part of the Department of Trade and Industry. He continued adding to these files when transferred from the old structure.

While the report and recommendation generally contains the text of the proposed Order in Council they often contain background information for the Executive Council explaining the reasons behind the proposed action. In some cases the Order in Council simply approves a report that then contains much greater detail than the text of the Order. Regulations and agreements are often approved as schedules or reports supplementary to the Order in Council. Rejected reports and recommendations were not retained in this series by the Executive Council Office.

Series consists of files created to support the granting of final clearances for the sale of security issues in Nova Scotia. Files may include drafts and final versions of prospectuses, correspondence of the Commission and issuers regarding any deficiencies in the documents, documentation from security regulators in other jurisdictions and clearances from the Commission.-- The files from 1989-1992 tend to be for applications for clearances that were withdrawn prior to a clearance being issued. The remainder of the files date from 1982 to 1984. The files were selected from a much wider larger accession. Retained files are only those for companies incorporated in Nova Scotia, having a substantial presence in Nova Scotia or where the primary regulatory filings were being made in Nova Scotia.

Series consists mainly, though not exclusively, of operational records of Sysco held custodially by the Department. Series also includes departmental records relating to the Corporation. Departmental materials encompass executive records originating with the Premier, Minister and Deputy Minister, whose records include a subseries of correspondence files, 1972-1980. Among the textual records are briefs, reports (survey, status and inspection), engineering and feasibility studies by outside consulting firms, Modernization Program records (late 1980's), tendering records, business plans, minutes of management committee meetings, consolidated financial statements, confidential briefing materials, contracts and agreements, and training and procedures manuals. Graphic materials consist of slide transparencies (1 file); architectural records, of technical drawings.

Consists of voters' lists compiled prior to provincial elections held in 1967, 1970, 1974, 1978, 1981, 1984, and 1988. The lists contain the name, address, and sex of each voter as well as the bounds of the each electoral division. Lists prior to 1988 sometimes included the occupation of the elector. The Elections Act prescribes that voters' lists for urban areas be prepared in geographical order by streets, roads, and by apartment or unit numbers or, in the case of a large institution, in alphabetical order. Rural lists were prepared in alphabetical order by the last name of the elector.

British Guest Children: History and Working Papers, an unpublished documentary history of F.R. MacKinnon's involvement as Nova Scotia's director of child welfare in the activities of the Children's Overseas Reception Board (CORB), 1939-1942. The board was responsible for placing British child war evacuees in Canadian homes. Its work was a unique example of inter-Allied non-military cooperation during the Second World War.
